The Arizona ESA, explained for Tucson parents

How the Empowerment Scholarship Account works for a family in Tucson, Oro Valley, Marana, Sahuarita or Vail: the current ADE ranges, the paperwork, how a Tucson school gets paid and the choice you make between the ESA and STO aid.

Why so many Tucson families are looking at it now

Tucson Unified, Southern Arizona's largest district, enrolled about 39,000 students in 88 schools last year, 7% fewer than in 2021, and is weighing consolidations. Amphitheater Unified voted in January 2026 to close four elementary schools after this past school year. ADE data cited by AZPM show close to 900 former TUSD students moved into ESAs between 2017 and 2026, and ABC15 named Amphitheater among the districts losing the largest share of students to the program. When a neighborhood school closes, parents who never considered private school start comparing options.

What the account is worth

ADE's most recent chart, marked as a 2025-26 estimate, shows $4,718–$6,205 for kindergarten and $7,105–$10,540 for grades 1 through 12. The spread comes from the formula: 90% of what the student would generate at a charter school, plus add-ons such as K-3 reading and English-learner weights. ADE hasn't posted a 2026-27 chart yet. If a school quotes you a precise 2026-27 figure, ask where it came from.

Applying from a Tucson address

Apply at the ESA portal any time between July 1 and June 30. You need a full-color birth certificate and a utility bill or similar proof at your physical address dated within 60 days; a P.O. box won't be accepted. Your child can stay in their current school while you apply, but must withdraw before the first dollar is spent.

How a school here gets paid

Arizona keeps no list of schools that take ESA money. A qualified private school becomes payable by registering as a ClassWallet vendor; you then upload its invoice through Direct Pay each term. Of the 87 schools in our Pima County directory, none can be confirmed as a vendor from public data, so ask the business office directly.

The ESA-or-STO decision

Tucson is home to IBE, one of the largest STOs in the state, and to CTSO, the diocese's STO, so many families here have used tax-credit scholarships for years. Signing an ESA contract means agreeing not to accept an STO award for that child in the same year. Run both paths in the calculator: for a tuition near the ESA range the ESA usually wins, while a family with strong STO support at a pricier school may do better staying with STOs.

Using what's left

If tuition at a parish K-8 is below your award, the remainder stays in the account and rolls forward. It can pay required textbooks, uniforms bought through the school, a tutor, an AP exam, or later on a Pima Community College or University of Arizona course. It cannot pay for food, clothing outside the uniform, or transportation other than public transit or a ride service to school.
